Most people picture the pump. That is emergency water removal, and it is the shortest part of the job. What actually decides whether a house is finished is the work that happens after the visible water is gone.
A supply line that lets go behind a wall or under a sink puts clean water into places nobody can see. The room dries quickly and the cavity does not, which is why a burst pipe so often turns into a second call a month later.
Air movers break the still layer of air sitting against a wet surface; a dehumidifier takes the water out of the building rather than moving it to another room. Framing, sill plates and the underside of a subfloor are the slow parts, and they are the parts that decide when a job is done.
Water that arrived from outside is treated as contaminated because it ran across ground before it got in. Porous material generally leaves the building rather than being cleaned in place, and the building envelope is repaired before anything inside is worth drying. That work is on storm damage restoration.
Cleanup is the removal: standing water, ruined contents, material that cannot be saved. Mitigation is the wider idea of stopping the loss getting bigger, which includes covering an opening, isolating a room and pulling a wet carpet before it wicks up a wall. Neither is the repair.
A stain on a ceiling means water travelled along something to get there, so the wet area is almost never directly above the mark. Ceilings also get heavy, and a sagging one is the point at which a room stops being safe to stand in.

North shore
Bluffs about 100 feet high
Glacial headlands cut by deep harbors, with slopes steepened by wave erosion. Storm water runs, concentrates, and arrives at the low side of a house with force, looking for a window well or a cellar entrance.

An outwash plain of well-sorted sand and gravel running down to the bays, with groundwater close under it. Water does not run at a house here so much as rise around it and come through the slab.

Both descriptions come from the USGS account of Long Island's topography, checked 2026-08-31. It matters practically rather than as trivia: a north-shore basement usually needs an entry point closed, and a south-shore basement usually needs water managed around the foundation, and doing one when the house needed the other is the most common way a repeat flood gets bought twice.
Partly, and the honest answer depends on what the water is. A small clean-water spill caught in the first hour is a homeowner job. Anything that came back up through a fixture is not, at any size: category 3 water carries pathogens, and EPA's published guidance is that damage caused by sewage or other contaminated water needs somebody experienced with contaminated water (EPA, checked 2026-08-31). Stop the water if it is coming from a pipe
The main shut-off is usually near where the service enters the house. A failed supply line will keep filling a room for as long as it is open, and closing it is the one action that changes the size of the job.
Leave anything electrical that is wet
Published federal guidance is not to touch electrical equipment that is wet or that you are standing in water to reach, and to turn the power off only if that is safe to do (FEMA, Ready.gov, checked 2026-08-31).
Photograph the room before you move anything
Wide shots first, then the waterline on the wall and on whatever was stored on the floor. Once the cleanup starts there is no way back to that record.
Move what can still be saved
Paper, textiles and anything with a wooden base are the first losses. Getting them off a wet floor costs nothing and is the highest-value hour anybody spends on a water loss.
Get air moving and start the clock
EPA puts the window for drying water-damaged areas and items at 24 to 48 hours before mold growth becomes likely (EPA, checked 2026-08-31). That window is the reason the boring half of this work matters.
The safety lines come from FEMA's published flood guidance, checked 2026-08-31, which also advises against wading in floodwater because it can be contaminated and because downed or underground power lines can electrically charge it.

Almost always, and the variable is how much of the material survives rather than whether the house does. Hard surfaces are usually dried in place. Porous material that stayed wet is usually replaced.
Stop the source, remove standing water, take out what cannot be saved, dry the structure with air movers and a dehumidifier, then verify the drying with a moisture meter before anything is closed back up.
It is the first stage rather than a separate trade: emergency water removal and stabilising the building so the loss stops growing, before any repair is planned. The drying and the rebuild follow it.
A small clean-water spill caught early is a homeowner job. Anything that soaked into a wall cavity, anything that came up through a fixture, and anything that sat for days is not, and the reason is what is behind the surface rather than what is on it.
When the water reached material you cannot lift, when it has been there more than a day, or when you cannot find where it came from. All three mean the wet part is bigger than the visible part.
